1. How can I pay my Parking Charge Notice (PCN)?

2a. What is a Parking Charge Notice (PCN)?

A Parking Charge Notice (PCN) is issued when a vehicle is parked on private land in breach of the terms and conditions displayed on the signage at that location. These terms may include restrictions such as maximum stay periods, payment requirements, permit-only parking, or authorised parking conditions.

By parking on private land, the driver enters into a contract with the landowner or parking operator and agrees to follow the displayed conditions. If these conditions are not followed, a Parking Charge Notice may be issued.

 

2b. Why did I receive a Parking Charge Notice (PCN)?

You may receive a Parking Charge Notice (PCN) if the terms and conditions of parking at the location were not followed. Common reasons include:

  • Parking longer than the maximum permitted stay
  • Not purchasing or displaying a valid ticket
  • Parking without a valid permit or authorisation
  • Parking outside of marked bays
  • Entering an incorrect vehicle registration when paying
  • Parking in restricted areas such as disabled bays without authorisation

Evidence may be obtained through Automatic Number Plate Recognition (ANPR) cameras or patrol officers monitoring the site.

3. Appeals

3a. How do I appeal a Parking Charge Notice?

If you believe the Parking Charge Notice (PCN) was issued incorrectly, you can submit an appeal through the appeals portal on our website.

When submitting an appeal, please include:

  • Your Case Reference number, which is on your PCN will be required when making payment
  • Your vehicle registration number (VRN)
  • Details explaining why you believe the notice was issued incorrectly
  • Supporting evidence such as photographs, receipts, permits or proof of payment

Appeals are reviewed by trained assessors who will consider the information provided along with the evidence recorded at the time of the parking event.

 

3b. What happens when you submit an appeal?

Once your appeal has been submitted:

  1. The case will be placed on hold while it is reviewed
  2. An assessor will review the evidence from both parties
  3. A written decision will be issued explaining whether the appeal is accepted or rejected

If the appeal is successful, the PCN will be cancelled. If the appeal is rejected, you will receive details of further appeal options or payment instructions.

 

3c. How long does an appeal decision take?

Appeals are reviewed within 28 days of submission, although some cases may take longer depending on complexity and evidence review.

You will be notified once a decision has been made.

 

3d. What are valid grounds for appeal?

You may be able to appeal if:

  • The vehicle was not parked in breach of the advertised terms and conditions
  • You had a valid permit or payment for parking
  • The vehicle was stolen or used without your permission
  • The signage was unclear or missing
  • There were exceptional circumstances such as a breakdown or medical emergency

Supporting evidence should always be provided where possible.

 

3e. How long do I have to appeal a Parking Charge Notice?

Appeals should normally be submitted within 28 days of the date the PCN was issued or received.

If an appeal is submitted after this period, it may not be accepted unless exceptional circumstances apply.

 

3g. What happens if my appeal is rejected?

If your appeal is unsuccessful, you may still have the option to escalate your case to an independent appeals service.

If your appeal is rejected, you will receive details explaining the decision and a POPLA verification code which allows you to escalate the appeal to an independent adjudicator.

3h. Can I transfer liability to the driver?

If you were the registered keeper but were not the driver at the time of the parking event, you may be able to provide the driver’s details.

This must normally be done within the timeframe specified on the Notice to Keeper.

4. What is a Case Reference number?

Your Case Reference number is a unique identifier for your case, and can be found on your PCN

It appears on all correspondence relating to your Parking Charge Notice, including letters, emails, or the notice placed on your vehicle.

You will need this reference when making a payment or submitting an appeal.

5. Why did you obtain my details from the DVLA?

Parking operators who are members of an Accredited Trade Association may request registered keeper details from the DVLA when there is reasonable cause, such as evidence of a parking contravention.

6. What is a VRN?

VRN stands for Vehicle Registration Number.

This is the registration displayed on your vehicle number plate. It is used to identify your vehicle and link it to any Parking Charge Notice issued.

7. Will the Parking Charge increase if I do nothing?

If the PCN is not paid or appealed within the specified timeframe:

  • The reduced payment period may expire
  • The full charge will become payable
  • The case may be passed to a debt recovery agency
  • Further action may be taken to recover the outstanding balance
